"Human sound systems are invariably phonemically coded. Furthermore,\nphoneme inventories follow very particular tendancies. To explain \nthese phenomena, there existed so far three kinds of approaches :\n``Chomskyan''/cognitive innatism, morpho-perceptual innatism \nand the more recent approach of ``language as a complex cultural system\nwhich adapts under the pressure of efficient communication''. \nThe two first approaches are clearly not satisfying, while\nthe third, even if much more convincing, \nmakes a lot of speculative assumptions and did not\nreally bring answers to the question of phonemic coding. We propose\nhere a new hypothesis based on a low-level model of\nsensory-motor interactions. We show that certain very \nsimple and non language-specific neural devices \nallow a population of agents to build signalling systems\nwithout any functional pressure. Moreover, these systems\nare phonemically coded. Using a realistic vowel articulatory\nsynthesizer, we show that the inventories of vowels \nhave striking similarities with human vowel systems."^^ .
