"Actually its worse than that. Access contracts normally preclude providing
copies to other libraries via the inter-library loan system."

The new electronic only chemistry journal - The Internet Journal of
Chemistry (www.ijc.com) - has an IJC ILL policy that does not have ILL
restrictions. The IJC policy is that of the current copyright law,
not of any restrictive license agreement.

In addition, the journal asks only for a license to publish an article, not
full copyright transfer. (A further discussion of this license to publish
matter is scheduled to appear in the 4 September issue of Science).
