I just mailed the December issue of the SPARC Open Access
Newsletter. In addition to the usual round-up of news and
bibliography from the past month, it answers the objection that
foundations and universities can't require open access "until the
infrastructure is ready", discusses the problem of achieving open
access in countries and disciplines that pay authors for journal
articles, and offers some advice to an undergraduate student about
planning an academic career that combines open access with career
advancement.
