As Les has pointed out, this remark about copyright assignment is total
nonsense. loads of journals are happy to accept a "Licence to Publish"
(see the Remeo list), and these include many with the highest refereeeing
standards.

on STM publishing

Dear Imre: It is true researchers do transfer copyright
of their works to publishers for wider distribution but
they do this knowing full well the works will be
peer-reviewed and included in Journals which are
respected in the STM community. This is done becaue the
researchers know it will benefit them.

If one were to go out and establish their own journals
using today's technology, they could do that too. But,
there are "journals" and there are "JOURNALS."
Publishers provide a necessary service to their readers
and to the researchers who wish to beknown among their
      own research community...Eamon Fennessy, Prides
