Thanks for highlighting this, Stevan. Universities across the UK are working towards updating and improving workflows for deposit on acceptance to help authors meet the open access requirements of the post-2014 REF. At Imperial College London for example we have started collecting final peer-reviewed manuscripts and date of acceptance in May We are using a new workflow combined with the simple message: deposit on acceptance, we do the rest: https://wwwf.imperial.ac.uk/blog/openaccess/2015/07/28/making-open-access-simple-the-imperial-college-approach-to-oa/
Providing the date of acceptance is a mandatory part of the open access workflow at Imperial. You are correct to note that this enables compliance monitoring and reporting – that’s after all why HEFCE require this information - but only where authors are already engaged and deposit. Until we receive metadata feeds that include the date of acceptance from publishers, ideally on the date of acceptance, reporting on deposits along will not be sufficient. We are working with the academic community to raise awareness. |

The American Scientist Open Access Forum has been chronicling and often directing the course of progress in providing Open Access to Universities' Peer-Reviewed Research Articles since its inception in the US in 1998 by the American Scientist, published by the Sigma Xi Society. The Forum is largely for policy-makers at universities, research institutions and research funding agencies worldwide who are interested in institutional Open Acess Provision policy. (It is not a general discussion group for serials, pricing or publishing issues: it is specifically focussed on institutional Open Acess policy.)
You can sign on to the Forum here.
