21Oct04 Stevan Harnad in video (Windows Media video, 26 mins), being interviewed about open access by journalist Richard Poynder at the Internet Librarian International 2004 meeting in London.
14Oct04 Open access increases impact! That is the dominant result emerging from a series of studies that are tracked in this new bibliography: The effect of open access and downloads ('hits') on citation impact. Correlations with usage (downloads) also show that high impact papers can be predicted in advance of actual citations.
01Oct04 "Ten Years After" ... Stevan Harnad's subversive proposal, journalist Richard Poynder reflects on the lows and current highs of the open access movement and how it has been led by Harnad's "phenomenal energy and determination, coupled with a highly focused view of what is needed".
05Sep04 ParaTools, a collection of Perl modules for reference parsing, has been updated (version 1.10) to include two new modules - the former provides functionality based on the Citebase citation parser,
and the latter provides an accurate means of reference extraction from
documents - both written by Tim Brody.
20Jul04 Many more institutional archives will want to use OpCit services - Eprints software to build the archives; Citebase to monitor their impact - following the report of the UK House of Commons Science and Technology Committee on Scientific Publications: Free for all? The report recommends the government should provide funds for all UK universities to launch open-access institutional archives.
23Jun04Putting Eprints Software into the User Community: presentations, reports and outcomes from this invitational one-day roundtable workshop jointly hosted by JISC and the School of Electronics and Computer Science (ECS) at Southampton University.
19Feb04Declaration of Institutional Commitment to implementing the Budapest Open Access Initiative, the Berlin Declaration on open-access provision and the WSIS Declaration of Principles and Plan of Action.
26Oct03 The Berlin Declaration is a landmark example of promoting open access on a national scale. Stevan Harnad's presentation to the meeting at which the declaration was announced (supplemented subsequently) shows why the declaration is important and how it can be taken forward.
17Oct03 "The Eprints software has the largest -- and most broadly distributed -- installed base of any of the repository software systems described here." OSI Guide to Institutional Repository Software.
03Oct03 Should research funders mandate open access and institutional self-archiving? OpCit's Stevan Harnad addresses key national policy-making forums in Berlin (20-22 October) and Oslo (11-12 November) on the need to support open access self-archiving (abstract).
04Sep03 How many refereed academic journals are there, and what proportion of the papers published in these journals could be made openly accessible? Stevan Harnad identifies the 5% (open access publishing) and 55% (author self-archiving) solutions with compelling new data revealed in this American Scientist Forum thread.
30Jun03Metalist of Open Access E-Print Archives: the annotated original version appears in ARL Bimonthly Report (cover dated April 2003). The core updated version is maintained on this site. Not a list of open access archives, but instead lists and comments on other lists of archives, so giving a broad overview of the structure, size and progress of full-text open access eprint archives.
09Jun03 Use the remarkable correlation generator to produce graphs of the correlation between citation impact and "hits" (generated from Citebase). Warning, this data-intensive Java process can be slow to download.
30Apr03 The Research Impact Cycle presentation, contains key data that can be freely used or adapted for other talks aiming to promote awareness of open access through the self-archiving of institutional (peer-reviewed) research. (Copy this PPT version for reuse.)
14Feb03 We have received numerous requests for our software from users who want to run reference and citation linking services on data they manage. Our Citebase software has proved too specialised towards physics content. Now we have a more general purpose solution: try ParaTools, a set of Perl modules for handling references.
20Dec02 Citebase has been evaluated by almost 200 users from different backgrounds. Read the full evaluation report on the first detailed investigation of the impact of an open access Web citation indexing service with users.
11Oct02 OpCit paper in D-Lib Magazine (Vol. 8, No. 10, October 2002), Open Citation Linking: the Way Forward, describes the OpCit story, intertwined with the concurrent emergence of the OAI and the growth of open-access archives.
20Aug02 ArXiv begins trial linking to Citebase citation-ranked search service, a product of the Open Citation project. Read Stevan Harnad's comments on the significance of this move and the implications for scientometric OAI search engines.
12July02 EVALUATE Citebase, a citation-ranked search service produced by the project in conjunction with arXiv. Citebase provides a means of selecting and accessing journal-quality papers by the familiar means of citation ranking. This evaluation form will guide you through the service. The service needs to be tested and optimised for users, and nurtured by the community which stands to benefit in the longer term. Take the long-term view and take the Citebase test.
14Feb02 New version software for building eprint archives released: EPrints version 2.0 creates a Web based archive containing documents and metadata - OAI 1.1 compliant, support for multiple archives on one server, improved user interface. Try the demo archive.
12Nov01 Reports of the second year of developments by the OpCit project released
* Southampton: formal version (shorter, 5 pp) and descriptive version (23 pp) (both pdf)
* Cornell: formal version (6 pp) (Postscript)
02Oct01 "Stevan Harnad just made it easy to join him in his quest to free the scholarly literature. Download EPrints software from http://www.eprints.org/, and build your own repositories quickly and easily." From SPARC E-News (August-September 2001) review of EPrints.org software.
17July01 The Open Citation project is supporting the development of the Academic Metadata Format (AMF), an enhanced metadata set that can be deployed with basic OAI metadata and which is designed to be used by the eprint archiving community, or more generally 'to advance scholarly communication over the Internet'.
18May01 "The UK Research Assessment Exercise can help hasten the freeing of access to (the refereed) literature by mandating that all UK universities self-archive all their annual refereed research in their own eprint archives. The harvesters (e.g., http://cite-base.ecs.soton.ac.uk/cgi-bin/search) will provide newer and richer measures of "impact" with the help of citation-linking services for open archives (OpCit)." Full article from Times Higher Education Supplement.
16May01 'Google' for arXiv. Based on OpCit citation data from the LANL physics archives, this new search service allows users to rank searches for papers in arXiv by citation impact or by hits. Try cite-baseSearch.
24Nov00 Should eprint archives be centralised or distributed, the latter favoured in the current Open Archives model? Read this fascinating correspondence, pitting principles and experience, between Stevan Harnad, director of this project, and Greg Kuperberg.
18Oct00 Official first year reports on the project are available from Southampton (long) and from Cornell (short). The Southampton report includes results of evaluation.
10Sep00 A citation-linked online digital corpus allows powerful new forms of online informetric analysis that go far beyond static citation analysis, yielding an embryology of learned inquiry. This new Opcit paper by Harnad and Carr shows how. Also available in html.
